Delete a webhook endpoint

webhook.endpoint.delete

Terminally retires an endpoint: delivery stops immediately, queued deliveries are never attempted, and the endpoint cannot be updated or re-enabled. The row is kept as an audit record (deliveries reference it) but its signing secrets stop verifying new deliveries because none are created.
